Job Description

The primary purpose is the direct daily oversight of Tarrant County CSCD contract services. It is responsible for preparing Request for Proposals (RFPs) and Bids for submission to Tarrant County Purchasing. The contract monitor is responsible for developing, preparing, and negotiating contracts, Memorandums of Understanding, and other contract/agreement related documents in support of departmental operations for review and approval by the Director. While the CSCD is not a County agency, it maintains a contract with the County to provide certain services, including Purchasing. The Contract Monitor liaises with Tarrant County Purchasing regarding CSCD RFP matters and appears in meetings and Commissioners Court settings as needed. The position works collaboratively with CSCD management, supervisors, vendors, and relevant stakeholders to ensure provision of quality services and accountability to contracts and agreements. Displays and sustains active implementation of CSCD’s Core Values and support of CSCD’s Mission. Identifies, develops, accurately prepares, and recommends competitive proposals to provide services for CSCD operations. Writes, reviews, and thoroughly proofreads Requests for Proposals (RFP) for services or goods for CSCD operations. Writes, reviews, and thoroughly proofreads contracts, contract modifications, and related documents, including MOUs and RASP, between CSCD and vendors, non-profit organizations, and government agencies. Oversees vendors providing services through contracts or agreements; coordinates audits and site visits to ensure compliance. Represents CSCD at pre-proposal meetings and at Commissioners Court when needed; coordinates RFP evaluation committees. Fields inquiries from vendors or providers regarding contracts, RFP processes, and becoming a provider. Maintains, monitors, and updates certificates of insurance for all contracted vendors. Generates/reviews criminal background checks for vendor employees. Serves as the primary contact for on-site contracted vendors. Maintains a current referral list of providers/vendors. Provides expert consultation, support, and information regarding contracts to CSCD administration. Provides backup assistance to CSCD’s Quality Development Unit if needed. Performs other duties as assigned. Minimum qualifications: Bachelor’s degree is required. Minimum of five (5) full-time years of experience in contract management or purchasing, preferably in public/government sectors. Experience in planning, organizing, evaluating, and auditing activities, personnel, and programs is preferred. Business background is a plus. Excellent writing, editing, and proofreading skills. Excellent communication and negotiation skills. Strong attention to detail, time management, and organizational skills; capable of managing multiple projects. Ability to foster positive, respectful working relationships with staff, vendors, and community partners. Working knowledge of relevant statutes, CJAD requirements, and Tarrant County Purchasing processes. Knowledge of local or state government budgeting. Proficiency in Microsoft Word and Excel.
